DECISION
Application no. 9200/15
Vladimir Alexandrovici STEPANOV
against the Republic of Moldova and Russia
The European Court of Human Rights (Fifth Section), sitting on 20 November 2025 as a Committee composed of:
Andreas Zünd, President,
Diana Sârcu,
Mykola Gnatovskyy, judges,
and Viktoriya Maradudina, Acting Deputy Section Registrar,
Having regard to the above application lodged on 7 February 2015,
Having deliberated, decides as follows:
FACTS AND PROCEDURE
The applicant, Mr Vladimir Stepanov, was born in 1981. He was represented by Mr S. Popovschii, a lawyer practising in Tiraspol.
The case concerns the alleged violations of Articles 6 and 11 of the Convention, in the self‑proclaimed “Moldovan Republic of Transnistria” (the “MRT”) on the territory of the Republic of Moldova.
The applicant’s complaints under Articles 6 and 11 of the Convention were communicated to the Governments of Moldova and Russia (“the Governments”).
On 2 July 2025 the applicant’s lawyer informed the Registry that the applicant wanted to withdraw the application to the Court.
THE LAW
In the light of the foregoing, the Court concludes that the applicant may be regarded as no longer wishing to pursue the application (Article 37 § 1 (a) of the Convention). Furthermore, in accordance with Article 37 § 1 in fine, the Court finds no special circumstances regarding respect for human rights as defined in the Convention and the Protocols thereto which require the continued examination of the application.
Finally, the Court emphasises that, should the circumstances justify such a course, the application may be restored to the list in accordance with Article 37 § 2 of the Convention.
Accordingly, the case should be struck out of the list.
For these reasons, the Court, unanimously,
Decides to strike the application out of its list of cases.
Done in English and notified in writing on 11 December 2025.
